K 드라마도 글로벌 돌풍 2021. 10. 04.사막의 도시, K 바람 ....... 두바이 엑스포, 한국에 반하다. 2021. 10. 06.전 세계 MZ세대 여행 1 순위 한국입니다. 2021. 10. 07.‘소프트 파워’ 개념 만든 조셉 나이 교수, 그가 본 한류와 미래 “문화적 파워 타고 난 한국, 엄청난 성공스토리 썼다” “한국 문화산업이 가장 역동적인 소프트 파워” 더욱 조셉 나이 교수는 한국의 소프트 파워를 다음과 같이 설명하고 있다 . 美 워싱턴 정책 담론에도 한류 등장, 강압 아닌 매력 통해 생기는 힘 중국은 년 100억 달러 써도 못해 빅터 차 “ 北 주민도 잠재적 변화”, 미국민이 한국과 더 가깝게 돼, 주한 미군 유지 결정에도 영향 이상과 같은 소프트 파워 시리즈가 게재되는 기간에 “ 세계 곳곳에 한국말 공부 열풍 ” 이라는 기사도 있었다 . 나는 이 우리나라의 소프트 파워 시리즈를 읽으면서 세 가지 추억을 상기하였다 . 첫째 , 김형석 명예교수 1995 년경으로 알고 있다 . 대한금속학회 창립 50 주년 기념행사가 앰배서더 호텔에서 성대히 개최되었다 . 그때 연세대 학교 김형석 명예교수를 특별연사로 초대하였다 . 강연 제목은 생각나지 않지만 , “ 한국말과 글이 없어질 수 있다 ” 라는 내 용이었다 . 이유를 조리 있게 설명하셨지만 기억할 수가 없다 . 아마 문화가 없는 나라의 말과 글은 소멸될 것이다 라는 내용 이 아닌가 싶다 . 일본도 명치유신 때 일본의 국어를 영어로 하자고 주장하는 정치가가 있었다 . 문화 수준이 낮은 나라의 상 품은 질이 안 좋고 신뢰할 수가 없다 . 문화 수준의 척도는 무엇인가 . 2016 년 연세대학교 송복 명예교수는 “ 특혜와 책임 ” 이라는 책을 출판하였다 . 특혜만 누리고 책임은 지려고 하지 않는 대한민국 특권층의 민낯을 질타하는 책이다 . 일명 ‘ 한국 상류층의 노블레스 오블리주 ’ 이기도 하다 . 노블레스 오블리주는 한마디로 ‘ 특혜 ’ 받는 사람들의 책임이다 . 특혜받는 사람들의 책임은 ‘ 희생 ’ 이라는 말 하나로 집약된다 . 이제는 노블레스 오블리주만이 이 시대를 이끌어가는 역사의 동력이라고 갈파한다 . 우리나라는 지금 상류층은 있는데 상류사회가 없고 , 고 위직은 있는데 노블레스 오블리주가 없다고 한다 . 암암리에 문화 수준이 낮음을 나타낸 것이다 . 문화 수준과 소프트 파워 ( 한류 ) 의 연결을 요령 좋게 설명할 수 없지만 하여튼 김형석 교수의 강연과는 달리 우리 말과 글이 세계화되어 가고 있다 . 그리고 , 옥스퍼드 영어사전 (OED) 에 다음과 같은 한국어 단어 26 개가 지난달 (2021 년 9 월 ) 부 터 추가로 실렸다 .주암칼럼 111 자원리싸이클링 제 30 권 제 6 호 , 2021 먹방 (mukbang)대박 (daebak)오빠 (oppa) 한류 (hallyu)K드라마 (K-drama)반찬 (banchan) 잡채 (japchae)김밥 (kimbap)동치미 (dongchimi) 누나 (noona)언니 (unni)스킨십 (skinship) 파이팅 (fighting)피시방 (PC bang)등 두 번째 : 대만의 유여사 나의 30 년 지기인 대만 ( 臺灣 ) 의 채민행 ( 蔡敏行 ) 교수와 그의 부인 유 ( 劉 ) 여사가 2 년전 평창 알펜시아에 왔다 . 2019 년 10 월 13 일 -16 일 개최되는 제 15 차 동아시아 자원리싸이클링 국제심포지엄에 참석하기 위해서이다 . 만나자마자 유여사의 제 1 성은 요새 한국말 공부를 하고 있다고 자랑한다 . ‘ 대장금 ’, ‘ 허준 ’ 등을 우리말로 한다 . 나이 80 에 한국말 공부를 하는 것은 오리지널 한국드라마를 보기 위해서란다 . 한국드라마에 열광하고 있다 . 내가 객좌교수 ( 客座敎授 ) 로 재직했던 대만 , 타이난 ( 台南 ) 소재 국립성공대학 ( 國立成功大學 ) 의 학부 교과과정을 보면 교양필수과목으로 “ 국부사상 ( 國父思想 )” 이 있다 . 국부 손문 ( 孫文 ) 선생의 사상 ( 思想 ) 뿐만 아니라 중국인의 우수성을 강조하는 내용 같다 . 자연히 지난 역사가 대두되고 한 국이 중국의 속국으로 평가 절하되기 마련이다 . 이러한 교육을 받은 유여사가 한글을 공부한다는 것이 신기하였다 . BTS 때문에 한국말을 공부한다는 대만의 젊은이도 있을 것이다 . 세 번째 : 이사벨라 버드 여사 이사벨라 버드 (Isabella L., Bird) 영국 여성 여행가가 조선을 방문한 것은 1894 년 62 세 되던 해이다 . 1894 년에서 1897 년까지 3 년여 동안에 4 회 방문하여 조선 각지를 여행하고 , 러시아령 연해주에 이주해서 살고 있는 조선인 마을도 방문하 여 그 실태를 조사하기도 하였다 . 때마침 조선에서는 ‘ 청일전쟁 ’, ‘ 동학당의 반란 ’, ‘ 민비 암살 ’ 등의 역사적 사건이 계속 발생하였다 . 불온한 이조말기의 정정 ( 政情 ), 조선의 정통적 풍속 , 민속 , 문화 등 조선의 실정을 충실히 전하는 ‘ 버드 ’ 의 명 저 「“ 조선기행 ”( 원문 도서 제목 ‘Korea and her Neighbours’)」 을 남겼다 . 583 쪽의 방대한 내용에서 ‘ 버드 ’ 의 다음 글이 선 명하게 내 기억에 남아 있다 . 「조선에 있을 때 조선인은 쓰레기 같은 민족으로 희망이 없다고 생각하였다. 그런데 연해주에서 그 생각을 대폭 수정해 야만 했다. 스스로 유복한 농민층으로 육성하여 러시아인으로부터 품행이 방정하고 근면한 민족으로 높은 평가를 받고 있 다. 이 조선인은 예외적인 근면가도 아니고 금약가도 아니다. 그들의 태반은 배고픔에서 도망한 빈한한 사람들이다. 그러한 그들의 유복함과 올바른 품행이, 조선 본국에 있어서도 진지한 행정과 수입의 보호만 있다면 사람들은 서서히 선량하고 유 능한 인간으로 되어간다는 희망을 나에게 가지게 하였다.」 나는 ‘ 버드 ’ 의 이 글에서 우리나라 사람들의 진가를 여실히 평가하고 있음을 느꼈다 . 진지한 행정과 수입의 보호가 없 었기 때문에 일본의 식민지가 되었다고 할 수 있다 . 한편 , 박정희 전 대통령은 군인 출신으로 근대화를 이뤄냈으며 , 엄청난 애국심과 강한 비전을 가지고 경제발전을 위해 일했기 때문에 한국이 오늘날의 세계 경제대국이 되었다 . 이것이 진지한 행정과 수입의 보호가 아니고 무엇이겠는가 . 미국 동아시아 학계의 권위자 고 에즈라 보걸 하버드대 교수는 “ 박정희는 전두환 , 노태우 등과 달리 경제를 어떻게 발 전시킬 것인지에 대한 비전이 있었고 , 계속 경제를 배워가는 비상한 능력도 지녔다 ” 고 했다 . 또 “ 지난 수십 년만 놓고 보면 한국이 일본을 이겼고 , 그 바탕에는 강력한 정치 리더십이 있었다 ” 고 짚었다 ( 조선일보 2020.12.22.). 이러한 과거와 그 과거의 결실로 경제적인 온상 ( 溫床 ) 이 있었기에 , 오늘날 우리나라에 소프트 파워가 탄생 , 연달아 감 동의 기쁨을 안겨주고 있다 . (2021 년 10 월 15 일 기 )Resources Recycling Vol. 30, No. 6, 2021112 INSTRUCTIONS FOR AUTHORS RESOURCES RECYCLING (Enacted in August 1992, most recently revised in June 2016) Guide for Authors Resources Recycling is a bimonthly journal comprehensively covering all aspects of the processing for the recovery of valuables from various secondary resources. Therefore, the journal aims at publishing high quality research as well as review articles including waste management professionals in academia, engineering, government, and industry. The authors are encouraged to submit original research contributions that have novelty and potential industrial significance. The manuscript which reports practical scope and applicability in the area of recycling processes, and new theoretical concepts verified by experimental details will be encouraged to submit. The journal publishes contributions such as, research paper, technical note, technological review, letter or communication, note, and comments. Ethical Issues All authors are required to comply fully with current ethical standards for publication in their disciplines as follows; (1)The manuscript should be original, not having been published previously. (2)A research paper published at a conference or in un-registered literature should be improved and completed to be considered as an original paper. (3)Author should submit an Author's Checklist. Sub- mission of the Author's Checklist is considered to denote agreement with the research and publication ethics defined by the Korean Institute of Resources Recycling. (4)Authors should provide detailed information about the paper to the editor and confirm any ethical issues pertaining to the reproduction of a previously published paper. Subsequent Actions : If the results of investigation prove there was no research misconduct, the Institute shall conduct appropriate subsequent action to restore the honor of the researcher. If the results prove there was research mis- conduct, the Institute shall publicize the results and may conduct the following subsequent actions based on the resolution of the committee according to the gravity of the misconduct. ①Request the cancellation or modification of research results ②Cancel the publication of research results (send the official documents to relevant institutions to cancel existing publication) ③Withdraw the membership of or expel the researcher ④Notify the presidents of affiliated institutions ⑤Report to the law institute Copyright Authors transfer the copyright of their article to The Korean Institute of Resources Recycling on signing the Copyright Transfer Form, which will be sent to the corresponding author. Please note that these forms must be signed before a manuscript is published. Type of Manuscript Review Paper: Review Papers review important areas of recycling in order to inform the general reader of the background, state of art, and outstanding research results. Authors who has a plan to submit a ‘Journal Review’ are recommended to contact the editor. Research Paper: Original findings pertaining to the scope of the journal will be published after peer review. Full-length research papers describe important new experimental or theoretical results. Submitted manuscripts will be peer reviewed by three reviewers who are assigned by the Editor. Short Communication: Short communications are short reports which convey the essence of a new experimental or a theoretical concept, present new experimental data, 113 자원리싸이클링 제 30 권 제 6 호 , 2021 elaborate on a previous journal article, etc. A short paper describes briefly a piece of work which is not comprehensive enough to make it submit as a full article. Nomenclature, units, and references must conform to those for ‘Research Paper’. Discussion: Discussion may be submitted on any subject of interest to the journal readership. Discussion commenting on previously published articles will normally be sent to the authors of the previously publication for possible response prior to publication. Review Process All manuscript are peer-reviewed by three reviewers assigned by the Editor. Based on the review results, a manuscript may be accepted without change, recommended for modification with or without further reviews, or rejected. Acceptance for publication depends on the author's responses to the reviewers' comments. Authors should prepare a manuscript in accordance with the format given below. PREPARATION of MANUSCRIPTS Submission of an manuscript implies that the work reported in the manuscript has never been published. Manuscript should be written in Korean or English, and be typed in at most 30 double-spaced pages on one side of 210×279 mm including figures and tables. The format for full-length research paper is described below Title and Authors: Title of the paper, the name of the author, and the affiliation. The full name of the author should be written on the manuscript. Example) Kil Dong Hong, Kil-Dong Hong, Kildong Hong. Abstract and Key Words: The abstract should be written in both Korean and English, and state the objectives and present conclusions in no more than 450 characters in Korean (150 words in English). It should be concise giving scope and purpose, methods or procedures, significant new results, and conclusions. Five or less key words in Korean and English should be given for subject index. Body: Each author may choose the article structure suited to the manuscript containing introduction, experimental, results, discussions, conclusions, etc. Writing should be concise, eliminate details that are not essential to the development and are readily available in previously published papers, or accessible reports. Text should be sectionalized by inserting appropriate headings. Unit: SI system should be used for all dimensional quantities. Acknowledgement: Acknowledgement section is placed at the end of body. It could cite financial support and information. Nomenclature: Symbols used in the text or equations should be collected and identified in a table of nomenclature with definitions and dimensions near the end of the manuscript prior to the references section. Roman symbols should be listed alphabetically in the table first, then Greek symbols. The symbols should be those commonly used in material and mineral engineering. References: References cited in the text should be listed in a numerical order. Citation of references should be made sequentially, in the form 1,2) or 3-6). One reference number should correspond to one reference. A reference is described in the order: names of authors, published year: the title of article, the abbreviated name of the journal, volume number (issue number), page. Figures: Each figure should be numbered. Drawings and charts should be carefully made with black-and-white photo- graphic prints or high-quality laser prints. It should be of sufficient size so that after photo reduction to a single column width (6.5 cm) or two column width (13 cm) the smallest letter will be 1.5 mm. Legend should be placed in Resources Recycling Vol. 30, No. 6, 2021114 the white with a grid in which spacing is commensurated with the accuracy implied in the plot. Original drawing should be retained by the authors until requested by the editor. All figure captions should be typed in English on a separate sheet. Tables: Tables should be numbered in Arabic numerals. They should have brief descriptive titles in English and should be prepared on a separate sheet. Tables should be numbered by the order of mention in the text. Equations: All equations should be numbered in Arabic numerals. SUBMISSION The article should be submitted by the member of the Korean Institute of Resources Recycling and a corresponding author should be appointed in the case of more than two authors. The type of article should be marked on the cover of the manuscript. Four hard copies of the manuscript should be sent to the Korean Institute of Resources Recycling. The editorial board could reject the following paper which fail to obey the guide for authors which had been set up by the Korean Institute of Resources Recycling, and do not have clear text and figures, and describe subjects irrelvant of the scope of the Korean Institute of Resources Recycling. Submission confirmation will be informed to the corres- ponding author as soon as a manuscript is arrived to the editorial office. When authors do not receive such confirmation from the editorial office, authors are encouraged to contact the editorial office. By submitting a manuscript, it is implicitly agreed that authors agree with the transfer of the copyright for their manuscript to the publisher once the manuscript is accepted for publication. Authors should submit their revised manuscript within 3 months after they are required by the Korean Institute of Resources Recycling editors. If authors don’t submit the revised manuscript, the article will be ‘rejected’. Article 1 (Purpose) The purpose of these regulations is to present the basic principles and goals to ensure universal ethics for the Korean Institute of Resources Recycling (hereinafter “the Institute”) and the publications of the Korean Institute of Resources Recycling so that it can enhance its status and pride and contribute to the development of science and technology. Article 2 (Subjects) These regulations apply to researchers participating in the Institute’s academic events, research projects, publishing businesses (e.g. academic journals) and educational projects, and researchers who submit research papers. Article 3 (Scope of Application) The scope of the Institute's research ethics shall be subject to these regulations unless otherwise specified by a higher level of decree by a state institute regarding the integrity, veracity and accuracy of a specific research field. Article 4 (Scope of Research Misconduct) The research misconduct specified in these regulations (hereinafter “Misconduct”) includes forgery, falsification, plagiarism, and misattribution of author during research subject proposal, execution, reporting of results, and presentation, as follows: ① Forgery refers to the act of forging nonexistent data or research results. ② Falsification refers to the act of modifying research materials, equipment and process or wilfully transforming or deleting data with the aim of distorting research content and results. ③ Plagiarism refers to the act of using the ideas, research content, or results of others without prior consent or attribution. ④ Misattribution of author refers to the act of refusing to grant authorship to those who made academic or tech- nological contributions related to research content and results, or the act of granting authorship to those who did not make academic or technological contributions by way of gratitude or of paying respect. The authorship must meet the following four conditions; - Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; and - Drafting the work or revising it critically for important intellectual content; and - Final approval of the version to be published; and - Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved. ⑤ The act of interrupting the investigation of your or others' suspicious misconduct or disserving the informant. ⑥ Acts that are far beyond acceptable bounds in academic circles. ⑦ Other misconduct that requires internal investigation or prevention. Article 5 (Verification) In principle, misconduct that took place more than 3 years before it was reported shall be excluded, unless the person under investigation requotes the results, resulting in succeeding research. Article 6 (Protection of Informants’ Rights) ① The informant refers to the person who informed the Institute of misconduct or of evidence relating to the misconduct. ② The informant may submit details of the content and evidence of misconduct (e.g. research subject, title of paper, etc.) in writing or by email, either of which has the same effect. ③ If the informant wishes to be informed of the investigation procedures and schedule after the report of misconduct, they may request this information from the Institute. ④ Informants who report false information even if they already knew or were able to know it was false shall be excluded from protection. Resources Recycling Vol. 30, No. 6, 2021118 Article 7 (Protection of the Rights of the Person Under Investigation) ① The person under investigation refers to the person to be investigated for misconduct recognized by Institute or the person who engaged in misconduct during the investigation. ② The Institute shall make efforts to avoid infringement of the honor or rights of the person under investigation during the investigation and shall not disclose it until a judgment is made. ③ If the person under investigation wishes to be informed of the investigation procedures and schedule after the report of misconduct, they may request this from the Institute. Article 8 (Formation and Rights of Research Ethics Committee) The Research Ethics Committee of Institute shall be the Board of Directors and the Editorial Board of the Institute. However, the person under investigation shall participate as a committee member. The Institute may request the informant, the person under investigation, the witness and the testifier to attend and make statements or to prepare documents. In such cases, the person under investigation shall comply. Article 9 (Investigation of Research Misconduct and Reporting) If any problems with the research ethics relating to the academic activities of Institute are registered, the president of the Institute shall request that the Research Ethics Committee investigate and report results. The Research Ethics Committee shall investigate research misconduct and report the results within 6 months. The report shall include the following: ① The contents of the report ② The misconduct which is the subject of investigation ③ The list of Investigation Committee members and minutes ④ Determining the scope of research misconduct and proof of whether it is true or not ⑤ Evidence and witnesses Article 10 (Principles of Verification) The Research Ethics Committee is responsible for proving the facts of misconduct. The Research Ethics Committee shall provide equal opportunities and rights to the informant and the person under investigation to make statements, raise objections and defend, and notify them of the related procedures in advance. The Board of Directors shall make efforts to ensure the independence and justice of the committee. Article 11 (Subsequent Actions) If the results of investigation prove there was no research misconduct, the Institute shall conduct appropriate subsequent action to restore the honor of the researcher. If the results prove there was research misconduct, the Institute shall publicize the results and may conduct the following subsequent actions based on the resolution of the committee according to the gravity of the misconduct. ① Request the cancellation or modification of research results ② Cancel the publication of research results (send the official documents to relevant institutions to cancel existing publication) ③ Withdraw the membership of or expel the researcher ④ Notify the presidents of affiliated institutions ⑤ Report to the law institute Article 12 (Compliance and Implementation of Ethics Regulations) The Institute and publishers shall comply with these regulations and norms specified in this ethics regulations as well as international standards in good faith. Article 13 (Others) Matters not specified in this regulation shall be subject to the resolution of the Board of Directors. <Supplementary Provisions> 1.
